Armenian Prime Minister Nikol Pashinian has informed Belarus that he will not participate in a summit of the Collective Security Treaty Organization (CSTO) scheduled for November 23 in Minsk. Last month, Pashinian skipped the summit of the Commonwealth of Independent States held in Kyrgyzstan, sending his foreign minister there in his stead. Also in October, Armenian troops did not participate in CSTO maneuvers in Kyrgyzstan. The absence highlights a growing rift between Yerevan and Moscow, as Russian President Vladimir Putin will attend the summit in Minsk.
